Arlington County Purchasing Office staff is committed to contract with vendors who deliver the highest quality goods and most efficient services to the County agencies and County citizens. The County relies on qualified firms to deliver those goods and services.
Registering in eVA
The County uses the Commonwealth of Virginia’s eVA eProcurement Portal for issuing all competitive procurements. You can access eVA at www.eva.virginia.gov.
Registering with eVA allows vendors to select commodity codes that represent the goods or services for which you would like to receive notices of current bid opportunities. Once your business is registered in eVA, you will automatically receive electronic notices of bid and solicitation opportunities that are relevant to the commodity code(s) your selected during registration.
Solicitation Process
The County has a centralized procurement process that also allows County Departments to solicit bids directly up to a value of $100,000 per transaction.
The County purchases a vast array of goods and services to support all County Departments, Offices, and Agencies. Our goal is to procure theses goods and services in the most cost-effective manner at the time and place necessary to meet the needs of the County.
We utilize a competitive bidding process, with awards made to the lowest responsive and responsible bidder, whenever possible. This process is done through either an Invitation to Bid (ITB), or eVA Quick Quotes. We also utilize competitive negotiation methods when factors other than price must be considered in selecting a vendor. This is commonly referred to as a Request for Proposal (RFP) process. Solicitation documents for current bid opportunities are posted online.
Awarding Contracts
Contracts are awarded based on a combination of factors that are most advantageous to Arlington County. The method used to solicit bids and proposals is determined by the estimated dollar value of the individual purchase or the type of commodity or service needed.
