The County Board adopted the FY 2017 – 2026 Capital Improvement Plan on July 19, 2016. The plan funds County capital projects and infrastructure of $2.8 billion and Arlington Public Schools’ (APS) adopted $510.29 million CIP, for a total of $3.3 billion in planned capital projects and infrastructure investment over the next decade for both County and Schools.
Prior to the adoption of the FY 2017 – FY 2026 CIP, the County held three CIP public forums as well as posted an online forum via the County’s Open Arlington, to solicit and discuss CIP priorities for the ten year CIP. In addition, there have been five County Board work sessions, multiple commission briefings, a CIP public hearing, and extensive community input.
Highlights of the adopted CIP include strategic investments in our schools, transportation, land acquisition and technology. That means APS will have the resources it needs to build new schools and expand existing ones. It includes a funding plan to improve bus service across the County and build a premium bus service connecting Columbia Pike and the Pentagon City-Crystal City corridor. At the same time, the plan invests more in land acquisition, improvements towards customer service by investing in technology and funding for the replacement of the aging Lubber Run community center.
CIP funding comes from a variety of sources, including bonds, pay-as-you go funding, dedicated taxes for transportation & stormwater investments, and water-sewer user fees. A significant portion of the plan comes from general obligation bonds which are authorized by the Arlington County Board and subject to approval by Arlington County voters.
The adopted CIP is within the County’s debt and financial policies, which are critical to maintaining the County’s triple-Aaa bond ratings.
